João Rodrigues dos Santos is an Associate Professor at Universidade Europeia (Portugal). At Universidade Europeia, he is the Scientific and Vertical Coordinator of the Management and Economics area. He has a PhD in Economics and Business (Universidad Europea de Madrid), a Master’s degree in International Security and Safety Management and a Degree in Geography and Territorial Planning (Universidade Nova de Lisboa).
Before taking on the role of Scientific and Vertical Coordinator at the European University, João Rodrigues dos Santos was the Director of the Degree and Master’s Degree in Municipal Management at the Instituto Superior de Educação e Ciências (Portugal).
João Rodrigues dos Santos has more than 25 years of professional experience in Public Administration, in the area of Territorial Information Systems.
As an Integrated Researcher, he is a member of the Center for Transdisciplinary Development Studies at the Universidade de Trás-os-Montes e Alto Douro (Portugal). He is the author of two books in two of his areas of interest (Economics and Territorial Management) and frequently publishes chapters and articles of an academic, technical and scientific nature.

I’m a computer engineer with extensive experience in Smart Cities projects, technology and innovation consultancy and cybersecurity. With over 30 years’ experience in the IT and Public Administration sectors, I lead digital transformation initiatives, integrating technology to optimise urban infrastructures and public services.
I currently work as an IT Technician at the Municipality of Lagoa (Algarve), where I coordinate the SmartCity:Lagoa project, driving technological solutions for more efficient and sustainable cities. At the same time, I am a lecturer in higher education, teaching subjects in the areas of Smart Cities, Programming and Human-Computer Interaction.
Specialising in cybersecurity, I provide consultancy in the implementation of solutions for data protection and compliance with regulatory standards. Passionate about innovation and sustainability, I promote open innovation processes, always with a focus on improving citizens’ quality of life and creating smarter, more connected territories.
